  19. <p>   Dear inhabitants of Ukraine!

  21. <p>   Dear Russian-language population of Tajikistan!
  22. </p>
  23. <p>   When I, a Russian-speaking inhabitant of the Sovereign and
  24. Independent State of Tajikistan, see, hear or read about the
  25. fact that the Presidents of Russian and Ukraine are trying to
  26. appropriate the Black Sea Fleet, I involuntarily want to shout,
  27. "Gentlemen! Why am I not the Black Sea Fleet?"
  28. </p>
  29. <p>   Would that I, a Christian born in Russia, half Russian and
  30. half Ukrainian, who received higher education in Ukraine but
  31. have a resident permit for Muslim Tajikistan, had such an
  32. enviable fate as the Black Sea Fleet! That both Russia and
  33. Ukraine ceaselessly tried to take me away both from Tajikistan
  34. and from each other, and Tajikistan did everything possible and
  35. impossible, in the good sense, so that I would remain living in
  36. Dushanbe and feel myself at home. No better fate is needed.

  38. <p>   But Russia and Ukraine do not need me, a son of the two
  39. fraternal peoples, but rather the Black Sea Fleet, the offspring
  40. of various peoples. And I live here with the rights of the
  41. Russian-speaking population and do not feel myself to be at
  42. home. And after the chairman of the Democratic Party of
  43. Tajikistan publicly, to the whole world, declared the whole
  44. Russian-speaking population of Tajikistan to be hostages, the
  45. feeling of danger was added to the feeling of not being needed,
  46. fear for the life of the children and a lack of confidence in
  47. tomorrow.

  49. <p>   My dear countrymen, friends, schoolmates and comrades-in-arms
  50. living in Russia and Ukraine!
  51. </p>
  52. <p>   I appeal to you with a great request--use your right as
  53. voters and influence your President, armed forces and
  54. government--that is, all to whom you are empowered to express
  55. your will--that they make a declaration to all the world that
  56. Russia and Ukraine are not indifferent to the fate of the
  57. countrymen who are outside the borders of Russia and Ukraine by
  58. virtue of various circumstances.

  60. <p>   Do you know that prices for apartments in Tajikistan are
  61. being artificially reduced, but prices for containers and
  62. railroads and air tickets are being increased? The cost of an
  63. apartment in Dushanbe is close to that of a container as a
  64. result.
  65. </p>
  66. <p>   What additional value is created by a Russian speaker forced
  67. to flee from Tajikistan? Even indigenous inhabitants have begun
  68. to flee Tajikistan of late, and each refugee gives up a cheap
  69. apartment, plus a tax of 28 percent for added value plus
  70. colossal bribes to the Mafia structures that are made when
  71. buying apartments, selling them and receiving containers.
  72. Refugees from Tajikistan are a solid line item of income for
  73. the state budget...

  75. <p>   My people! Russians and Ukrainians! You know that there are
  76. "things" in the CIS created by your President that are more dear
  77. to you than the Black Sea Fleet--they are your countrymen,
  78. friends, schoolmates, comrades-in-arms and simply fellow
  79. tribesmen living outside the borders of Russia and Ukraine,
  80. often not by their own will.
  81. </p>
  82. <p>   Help us return from Tajikistan in dignified fashion, and
  83. thereby help yourselves as well. For a start try to achieve the
  84. abrogation of the tax on added value from refugees. That is
  85. dirty money, and it thus brings nothing good to miners, oil
  86. workers, railroad workers or our retirees of Russia and
  87. Ukraine.

  89. <p>   If you, my dear people, friends, schoolmates,
  90. comrades-in-arms and simply fellow tribesmen, remain indifferent
  91. to my requests, then know that you risk being turned from
  92. melodious RUSSIANS and UKRAINIANS into Russian-speakers, but
  93. only now in Russia, and something similar in Ukraine. Your
  94. position will then be more terrible than mine today, because
  95. you, as opposed to me, will have nowhere to flee, even if both
  96. Russia and Ukraine each have their own whole Black Sea Fleet.
